What in the world is going on in this scale... and where did it come from?!

This scale is made of 12 notes and has chromaticism and enclosures built into it... however it's not a fully chromatic scale. It is designed to accentuate the altered dominant sound by placing the most important notes on the down beats and the less important notes on the up beats.
